How many dowels per tier?
Use a minimum of four, spaced no wider than the cake above. Insert to the board, mark the icing height, cut (a Loyal dowel cutter helps), then match the rest to that length.
Do I still need a board under each tier?
Yes. Ice each tier on a slip or masonite board, dowel the tier below, then stack. Repeat for every layer.
